Across Europe and Croatia, it is becoming increasingly clear that formal education alone is not enough - every learner must be given the opportunity to progress, regardless of their life circumstances, background, educational history, disability, or social barriers. This is why the IDEAS project is dedicated to promoting equality, diversity and inclusion within the VET sector.
Many VET schools and training institutions lack the knowledge and capacity to provide adequate support to learners with fewer opportunities, especially when it comes to their participation in mobility programmes. Data from Cedefop show that support for these learners in Europe remains very low — the average score is only 2 out of 5, with significant differences between countries. These gaps have widened even further in the context of the COVID-19 pandemic.
In Croatia, national strategies — such as the Inclusion and Diversity Strategy (2023–2027) — highlight that many VET providers are still unfamiliar with effective mechanisms for supporting vulnerable learners. Our analysis across partner organisations, which collectively educate more than 15,500 learners, confirms that participation of learners with fewer opportunities in mobility programmes is extremely low, often reaching only a few percent.
The overarching goal of the project is to strengthen the principles of diversity, equity and inclusion (DEI) within the VET system, in line with the vision of the European Education Area. Specific objectives:
- Enhance the competences of teachers and trainers in the VET sector: empower them to increase the participation of learners with fewer opportunities in mobility programmes by applying EU best practices and innovative digital tools, including artificial intelligence.
- Drive systemic change: strengthen the support provided to learners with fewer opportunities within VET organisations by developing and validating practical resources (Guidelines and Recommendations) and by establishing a secure network for piloting mobility programmes.
Key expected results:
Educational resources: a package of practical tools and an e‑learning course to improve the competences of VET teachers and trainers in supporting learners with fewer opportunities in mobility programmes.
Institutional policies: a set of Guidelines and Recommendations to help VET providers modernise their policies and address inclusion challenges.
Practical application: implementation of pilot mobility programmes for learners with fewer opportunities within a newly established secure network of VET providers.
Dissemination tools: a comprehensive project platform and communication strategy to support dissemination of results and strengthen the wider VET community.
